HACIENDA CARMEL, Monterey County — October 29, 2026. Hacienda Carmel Community Association has circulated a proposed enforcement policy for homeowner review. Its October 19 notice says the proposal is not yet in effect and the board will consider comments at a November meeting.
What could change?
The proposed policy addresses written notices, opportunities to resolve violations, disciplinary hearings and fines. The notice describes a $100 limit on ordinary violations and higher possible penalties for qualifying health or safety violations, subject to required findings. The proposed schedule lists maximum amounts of $500 for a first qualifying offense, $1,000 for a second and $10,000 for a third or subsequent offense. These are proposed limits, not penalties already imposed on any resident.
How to comment
HCCA asks residents to send written feedback by November 12, 2026, to chulka@haciendacarmelca.com or the association at 1000 Hacienda Carmel, Carmel, CA 93923. Members may also comment at an open session scheduled for November 19 at 10:30 a.m. at Casa Fiesta, where the board will consider whether to adopt the proposal.
