HACIENDA CARMEL, Monterey County — October 29, 2026. Hacienda Carmel Community Association is asking homeowners to review a proposed assessment-collection policy before the November 4, 2026 comment deadline. Its October 6 notice emphasizes that the proposal would not change the amount of regular monthly assessments.
What would the late fee be?
The association says the existing charge is $50. Under the proposed formula, a delinquent assessment would incur the greater of $50 or 10% of the overdue amount. The published notice gives an example: with base monthly assessments beginning at $975, the proposed late fee on a delinquent regular monthly assessment would be at least $97.50. This is a proposal, not a newly assessed charge.
What happens during the transition?
HCCA says it will not assess late charges during its transition to Seabreeze through December 31, 2026. If adopted, the proposed formula would apply beginning with January 2027 assessments, and only where a payment becomes delinquent. The association says monthly assessments are due on the first and delinquent after the 15th.
How can owners respond?
The notice invites written comments through November 4. Homeowners can email chulka@haciendacarmelca.com, use the front desk or write to HCCA, 1000 Hacienda Carmel, Carmel, CA 93923. The proposal also addresses notices, payment arrangements and collection procedures. Owners should read the full document, not interpret the notice as a finding that any particular resident has missed a payment.
